Kalkoa Samson

Present Happenings

Mr. Kalkoa Samson is currently employed by the Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR) since 2016 as the Corporate Manager.

Mr. Samson’s key functions includes overall management supervision on the management of TRBR’s financials, TRBR’s daily operations, human resource management, public relations, information management systems and other general administration activities.  He is also providing acting management services on regulatory market monitoring and competition and compliance functions. 
Overall, Mr. Samson is managing operational administration functions at both strategic and operational level.

Mr. Samson was the former Human Resources Manager at the Ministry of Finance and Economic Management from 2014 to 2016. Achievements

• One of the key Coordinators of the ITU Global Symposium for Regulators (GSR-19) held in Vanuatu in 2019 which was one of the most successful GSR19 in the Small Island states;


• Coordination of Consumer Rights Day with TRBR and stakeholders in 2017, 2018, 2019 held annually on the 15^th of March.


• Coordination of the Asia Pacific Region Internet Governance Forum hosted by the TRBR held in Vanuatu in 2018


• Working effectively with the Regulator of the TRBR in management and coordination of the Corporate Unit to achieve and deliver on all projects within expected and prescribed time frames; administration and reporting on all TRR Corporate matters, including Administration, IT, Finance and Human Resources, to the Regulator, ensuring of business continuity and consistency is maintained, and that all deliverables are met as required and within the expected timeframe and in order to ensure TRR meets all of its goals and objectives;


• Monitor an effective management and reporting on TRBR’s financial budget including TRR’s operational budget, the UAP Fund and the World Bank Grant Budget;


• Proactively lead, manage and support the preparation and finalization of all TRR Reports, such as TRR’s Annual Reports, Sector reports, UAP Reports, World Bank Reports, other GOV Reports, so that they are delivered on time and at a high-quality level to the Minister of Telecommunications and TRBR stakeholders;
